CAMPBELLTOWN City Soccer Club's plea for $200,000 in council funding to seal its carpark has been rejected on Mayor Simon Brewer's casting vote.
With the vote locked at 5-5, Mr Brewer this week broke the deadlock by voting against the motion to hand over the money, and in doing so raised questions about the council's new 50-50 funding policy.
Mr Brewer said he was in favour of the club's project, but said the five-year-old plan needed to be re-drawn with fresh costings and considered in the upcoming budget.
"I agree a carpark should be built there," Mr Brewer told this week's meeting.
"But I don't believe the proposal on the table is the right proposal."
Club vice-president Paul Centofanti was confident the project would go ahead.
"We remain committed to the project and optimistic that we can find a solution with the council," he said after the meeting.
The council's decision came after Mr Centofanti told the meeting the club's plan was in line with the council's new policy of forcing clubs to fund half the cost of capital works.
"We are asking for the council's support to complete a carpark, which would see the fulfilment of a project we have already contributed $1.1 million towards," Mr Centofanti told the meeting and a gallery packed with about 70 of his club's players and members.
"We are only asking for $200,000.
"Under the 50-50 model we have more than met our obligation."
The club, which has more than 500 members, began improving its Newton home ground in 2008 with upgrades to its clubrooms.
Documents tabled at the meeting showed the council contributed $232,000 to the works.
Mr Centofanti said sealing the carpark was the final stage of the redevelopment.
"We as a club find it very disappointing we have to rally the council in this way to secure funding towards it (the carpark)," he told the meeting.
Cr Max Amber, who moved the motion for the work, said it was reasonable under the council's sports ground policy.
"The carpark was always part of the original plan," Cr Amber told the meeting.
Councillors Amber, Neville Grigg, Anna Leombruno, Marijka Ryan and John Kennedy voted in favour.
Councillors Jill Whittaker, Jane Pfitzner, Marie Logan, Anne Fitzharris and Helen Nichols voted against it.
